We’re at an inflection point in the Cyber sector’s evolution and its place in the current political domain. With cyber products and services more in demand today than ever before, a combination of resulting factors has thrust the concept of Responsible Cyber Behaviour (RCB) further up government agendas.
Non-state actors – especially private companies – are a core part of cyber security services and infrastructure provision. As such, the need to understand and promote responsible behaviours (i.e. the production and selling of cyber capabilities for state use) has never been greater.
But, despite the Cyber sector emerging as one of the fastest growing industries with broad capabilities that could risk national and shared interests, discussion of what it means to be a responsible industry player when developing cyber services and products is still relatively underdeveloped.
Responsible Cyber Behaviour: Lessons from the Defence sector
Drawing on our position as a leading Defence contractor and through research with industry stakeholders, we assess how the Defence sector – one of largely established norms, regulations and governance – has and can continue to support the development of responsible cyber discourse and practice.
Drawing on interviews from industry, policymakers and academia, this paper:
- Identifies several mechanisms that serve as exemplars for what the Cyber sector could adopt from Defence
- Examines the use of legal (e.g. export control regimes) and non-legal (e.g. business standards) mechanisms in the Defence sector compared to the Cyber sector
- Identifies parallels and lessons that could inform both public and private sector approaches to the responsible development of cyber services
