Attracting potentially millions of visitors over a condensed period, high-profile sporting events offer a powerful way for nations to boost tourism and economic growth – both in the short- and long-term.
And they don’t get much more high-profile than the FIFA World Cup. The 2026 tournament hosted by the United States, Mexico and Canada broke attendance records. With the number of competing teams expanding from 32 to 48 for the first time, the group stage alone drew more than 4.6million spectators – an average crowd of just over 64,500 per match. According to FIFA, fans from 210 countries and territories attended the group stage across the 16 host cities.
The breadth of fan attendance was staggering, and the numbers are expected to be similar in 2030 when host duties will fall to Spain, Portugal and Morocco. Now that the 2026 tournament is over and a new World Cup cycle has begun, planning for 2030 will be front of mind for these three host nations. From a border security and operations perspective, they can expect some rather different challenges to arise.
Looking ahead to 2030
Let’s start with accessibility. Spain and Portugal are both part of the Schengen Area, a system of open borders encompassing 29 European countries that enables free movement of people without internal border checks. Once travellers have entered a Schengen country, they can travel freely to all others. In the context of the 2030 tournament, this means many spectators will never encounter a traditional border check immediately before attending a match.
This presents obvious challenges in terms of identifying unknown risks among freely moving EU and non-EU citizens inside the Schengen Area throughout the tournament, in contrast to the 2026 edition which required a greater focus on screening passengers arriving from abroad. There will also be a wider range of crossing points (e.g. ports, road crossings and rail routes) for Spain and Portugal to consider – each with their own data environments, risk profiles and operational demands that will be tested by large movements of people over short periods of time around matches.
This all places a greater emphasis on intelligence-led risk assessment than on checkpoint-based screening – a challenge that will require enhanced levels of cooperation and data sharing. Spain and Portugal have a long- established security relationship to build upon. The relationship between Portugal and Morocco is less developed, largely because the level of operational need hasn't previously demanded it.
This is where the additional complexity of a two-continent tournament becomes apparent. The three host nations will need to coordinate security operations across fundamentally different border management models. Creating a coherent operational picture across European and North African jurisdictions represents a challenge unlike any previous World Cup.
Beyond the checkpoint
Effectively mitigating border security risks depends on turning complex, fragmented data into clear, actionable insights across every system, every entry point and every domain – all within a narrow window of opportunity.
Critical for Spain, Portugal and Morocco will be the ability to fuse traditional border data (e.g. passport control records and immigration databases) with additional contextual open-source intelligence (OSINT) sources, subject to legal authorities, privacy protections and operational necessity.
For example, where legally and operationally appropriate, mobile device data may complement traditional border datasets by providing additional context on movement patterns. However, its value is typically greatest when combined with authoritative identity datasets such as API (Advance Passenger Information) and PNR (Passenger Name Record), visa, biometric and law enforcement records.
This will all help the three host nations take a holistic view of potential threats. An individual might not appear to be a risk in isolation. But examined in context – their connections, their patterns of movement, their broader associations – a different picture can emerge. Targeting the threat rather than the individual in this way is always important, but it becomes particularly critical when traveller volumes surge in the way they will do during the 2030 tournament.
Of course, the more travellers there are, the denser the data becomes and the harder it is to draw out key insights. That’s where agentic AI and large language models can make a real difference. By orchestrating and automating the analytical workflows that would otherwise require significant human resource, these tools can generate explainable, actionable insights at a speed and scale that manual analysis simply can't match. In turn, the analyst's role shifts towards higher-order judgement, supported by a system that handles the volume.

Frictionless travel as a security asset
It’s important to remember that border agencies can't afford to treat every visitor as a suspect. The overwhelming majority of World Cup fans are exactly what they appear to be: football supporters travelling to watch their country compete. Getting them through borders quickly and without unnecessary friction isn't just important for the fan experience – it's vital for any nation's economy and reputation.
For Morocco in particular, the World Cup represents a significant economic opportunity – one that has prompted substantial investment in hotels, stadiums and transport infrastructure. The return on that investment depends on fans arriving in large numbers. If the border experience is slow, unpredictable or uncomfortable, some of that potential is lost.
But frictionless travel isn't just a convenience consideration. It's a security asset. When borders are designed to move people through efficiently – with the intelligence work happening in the background rather than at the gate – security agencies can focus their attention where it's genuinely needed, rather than managing queues. A border that processes travellers smoothly, using data and intelligence gathered in advance, is both more secure and more welcoming than one that relies on manual checks and reactive responses.
Technologies that support this approach are already in development. The likes of biometric verification and seamless e-gate systems can collectively create what some are beginning to call an 'invisible border', where the security assessment happens before a traveller reaches a checkpoint. Singapore has already made meaningful progress in this direction, trialling passport-free border clearance using facial recognition matched against pre-submitted biometric data.
What this all means for border agencies
The World Cup presents a concentrated version of challenges that border agencies face in a more diffuse form every day. The volume is higher, the timeline is compressed and the international spotlight is brighter. But the underlying requirements – data integration, risk-based decision making, inter-agency collaboration and a commitment to both security and accessibility – are constant.
The lesson from 2026 and the task ahead for the three 2030 host nations, is that border security at scale requires investment in the right architecture well in advance. That means technical infrastructure capable of ingesting and processing data from multiple sources. It means analytical tools that can surface genuine risks without generating unmanageable volumes of false positives. And it means the facilitation of international collaboration, built through deliberate, long-term relationship development, to ensure decision makers across borders have the timely information they need to make critical decisions.
The World Cup will always be, first and foremost, a celebration of football. The challenge is making sure that the infrastructure protecting it is robust enough to remain invisible to the fans who attend – and reliable enough that the agencies responsible for security can focus on what matters most.
