Project MARSHALL aims to provide a fully integrated Terminal Air Traffic Management, Surveillance and Communications service that will enable air vehicles to operate safely and effectively, with tactical freedom, in all weather conditions and in any environment. Project MARSHALL will be deployed within the UK Areas of Responsibility, including permanent overseas airfields and in support of UK and coalition expeditionary forces worldwide.

The BAE Systems-led team will comprise BAE Systems, Indra, Altran Praxis and LFV Aviation Consulting AB. The team has an excellent track record and expertise in Civilian and Military Air Traffic Management (ATM) services provision, MoD transformation programmes and safety risk management. This will ensure the development of cost effective solutions, which deliver the required technical services in a safe and non-disruptive way and enable the provision of seamless solutions to solve the obsolescence of current equipment, whilst maintaining operational capability, with the added benefit of reduced operating costs.

Summary of the team roles:

BAE Systems – The world leading system integrator and provider of military and technical services will provide the overall leadership and governance for the team.

Indra - Europe’s leading ATM Systems integrator will provide the air traffic management and control systems, based on a proven international management approach and a history of responsible program execution.

Altran Praxis Limited – With 30 years experience of designing, developing and assessing complex systems, they will provide assurance that technical specifications meet UK National, International and MoD Defence standards, to enable subsequent approval from regulatory authorities.

LFV Aviation Consulting AB – Europe’s most experienced Joint Civil and Military ATM organisation will be responsible for providing safe and cost-effective air navigation solutions, whilst minimizing the environmental impact.

Commenting on the launch of the team, Steve Timms, Managing Director, Defence Information, Training & Services at BAE Systems said:

“The team is committed to developing a cost effective and innovative solution which meets the customer’s needs and requirements. This will include an innovative business solution modelling environment that provides realistic and verifiable evidence of operational capability, linked directly to improved working practices and technology upgrades. Work to date has already identified a number of alternative solutions, all of which can provide a more efficient service at reduced cost, whilst maintaining operational effectiveness. We will now work to mature the best of these solutions.

“The BAE Systems led team aims to procure equipment and services from a variety of sources from either existing providers or from within the wider supply chain. The team is confident that our combined capabilities and track record will provide a value for money and technically compliant solution and look forward to supporting the MoD in this vital programme”.

The team will now continue to develop its Project MARSHALL offering in readiness for submission of the Outline Solution and in preparation for Competitive Dialogue.
