Why has BAE Systems appointed a Special Compliance Official to report to the US Department of State and what is his role?

In accordance with the Consent Agreement entered into with the US Department of State in May 2011, BAE Systems appointed Mr William Lowell as its Special Compliance Official (or monitor).
Mr Lowell, who reports to the US Department of State, is responsible for compliance oversight in respect of our activities governed by the US Arms Export Control Act and the International Traffic in Arms Regulations. Mr Lowell’s appointment, which may be for a period of up to four years, covers all parts of the Group except for BAE Systems, Inc. and its owned and managed businesses.
Mr Lowell is a former Director of the Directorate of Defense Trade Controls of the US Department of State and is currently Managing Director of Lowell Defense Trade, LLC.
