Launched in January 2006, the Operational Partnering Initiative (OPI) has been devised to establish effective partnering arrangements with key industrial suppliers.

Overview

  • The intention is to enable the MOD and Industry to work more closely together.
  • BAE Systems Integrated System Technologies (Insyte) was chosen as a pilot partner.
  • Under the OPI, the delivery of customer requirements is optimised.
  • Cost savings and efficiencies are realised across the acquisition cycle.

 

Key Facts / Figures

  • A Partnering Principles Document (PPD) Insyte, the Defence Procurement Agency (DPA) and the Defence Logistics Organisation (DLO) was signed in December 2006.
  • The agreement covers Insyte’s Maritime ‘footprint’.
  • It sets out the principles that Insyte, in partnership with the newly formed Defence Equipment and Support (DE&S) will generate savings.
  • This involves taking a through-life approach to Combat Systems across a variety of Royal Navy Ships and Submarines.

 

Performance

  • Relevant MOD programmes include: Type 22 and Type 23 Frigates; Type 45 introduction-to-service (and setting up of the corresponding support solution; ongoing Future Carrier (CVF) development.
  • Insyte is a key supplier to Royal Navy Submarines, Mine-Counter Measures Vessels (MCMV) and the Royal Fleet Auxiliary (RFA). There is significant opportunity within these programmes to generate savings
  • This will be achieved by rationalising MOD and Insyte contracts and processes.
  • This will secure industrial capability in line with the MOD’s Defence Industrial Strategy.
