DARTS is a disaster response training system that provides the automated tools to define and prioritize tasks to be trained, simulate the disaster in a realistic manner to drive a training exercise, provides results based on interactions among the trainees, and assess the results of decisions made in response to simulated events.
A changing world
Responding to large-scale disasters such as hurricanes or terror and to the smaller-scale events that can accompany them (fires, structure collapses, and hazardous material leaks) involves a significant commitment of personnel and equipment resources, usually requiring the coordination of multiple agencies.
Involving people
Emergency managers–who control, coordinate, and manage the personnel and equipment allocated–need appropriate training in order to master an effective response.
The simulation objectives
DARTS simulates an emergency, such as a hurricane or chemical spill, and models its effects on population, property and terrain. DARTS also simulates the individual field units and the actions those units can take in response to the emergency.
A true multi-level approach
In order to be able to handle different events, the escalation of the scenario from a local to a regional and later national perspective is of essence for the training audience. The CATS DARTS is able to handle all these perspectives and enable a fully flexible approach for deve-loping the scenario.
Fit for purpose
CATS DARTS is scalable, distributable and easy to tailor. The system can be used on a laptop or in a network with more than 100 clients.
It is fully distributable, enabling remote sites to take part of the exercise. The behavior of the simulation and the AAR can easily be tailored to specific needs.
