Title: Infrared/Electro-Optic Planning

Position summary: NRE planner validates resource requirements/availability for all schedules, ensuring that total available resource capacity is not exceeded. Maintains schedule integrity by reviewing progress with engineering team members, updating the schedule, analyzing impact of changes, and recommending mitigation to technical operations managers, operations program managers, and finance. Reports earned value to program office teams, based upon calculations of the percent of labor completed, compared to the approved budget at completion.
The NRE planner also creates and maintains detailed and resource-loaded NRE schedules using Gantt chart software in order to identify engineering and support resource requirements, labor burn profiles, period of performance, firm entrance and exit criteria requirements, and key milestones such as drawing release dates, kit release dates, asset requirement dates, and NRE material constraint dates. The position is also responsible for interfacing between the line of business and its factories for all work entering production that requires any type of engineering non-recurring effort, ensuring manufacturing and test readiness through planning, analysis, and risk mitigation. The planner is also responsible for the facilitation of all factory NRE kick-off activities and technical operation managers. The NRE planner also reviews the scope of NRE work through the use of proposals or basis of estimates and information supplied by both line of business and factory stakeholders.
Main focus: To support program finance teams, leading efforts with factory teams to identify the sources of variance drivers to the cost performance index and schedule performance index metrics. To support acquisition of all operation engineering NRE material, and monitor commitment information that will be built into the NRE schedules to drive realistic completion dates of engineering hardware. To participate in estimate to complete and estimate at completion activities, updating schedules to reflect changes.
