Mark Haley

Mark Haley is vice president and general counsel for the Electronics, Intelligence & Support (EI&S) operating group within BAE Systems. He is responsible for the group’s legal, contracts, and export control functions.

EI&S, with headquarters in Arlington, Virginia, employs more than 33,000 people and serves the electronics, services, information technology, and power and controls markets. The group provides a wide range of electronic systems and subsystems for military and commercial applications, as well as integrated technical and professional service solutions for U.S. national security and federal markets.

Haley previously served as vice president and general counsel for the former BAE Systems Electronics & Integrated Solutions operating group. Prior to joining BAE Systems, he was vice president and deputy general counsel for General Dynamics and general counsel for General Dynamics’ Bath Iron Works. He also spent many years as a litigator for two Maine law firms: Preti Flaherty and, before that, Conley, Haley, and O’Neil, a firm he cofounded in 1987.

Haley received a bachelor’s degree from Bowdoin College and a law degree from Syracuse University. He is a member of the Maine and Massachusetts bar associations, the U.S. District Court of Maine, the Seventh Circuit U.S. Court of Appeals, and the Defense Research Institute.
